Panos Merkouris is a Professor at the University of Groningen where he holds the Chair on Interpretation and International Dispute Settlement. His 5-year project on The Rules of Interpretation of Customary International Law (www.trici-law.com) was awarded an ERC Starting Grant. He specialises in Interpretation, Law of Treaties, Sources of International Law, and Dispute Settlement.
Professor Merkouris is currently a member of the Editorial Board of the NYIL, the LJIL and the ICLR. He was also the Co-Rapporteur of the ILA Study Group on the Content and Evolution of Rules of Interpretation in International Law. He is the author of the monograph Treaties in Motion (CUP 2020, co-authored with Prof. Fitzmaurice) and Article 31(3)(c) of the VCLT and the Principle of Systemic Integration: Normative Shadows in Plato’s Cave (Martinus Nijhoff 2015). The latter has been cited with approval by a Chamber of the International Criminal Court. He has numerous publications on interpretation, law of treaties and customary international law.
